It is possible to make a stat that will filter the sample size. For example, VPIP> 100 or show NA or nothing. I tried (cnt_vpip / cnt_hands) * 100 AND cnt_hands > 100 but doesnt work.

You can't add a filter like that - what you need to do is change the format expression to only display when a certain criteria is met.

For example:

if(cnt_hands > 100, format_number((cnt_vpip / cnt_hands) * 100, 0, false, false, '')

would do it. Please see this tutorial for further explanation on how to work with these expressions.
