Error 101 sqlstate = 08001

Error 101 sqlstate = 08001

I installed PostgreSQL and when I tried to convert a database I got an error message saying "error 101 sqlstate = 08001 could not connect to server: connection refused(0x0000274D/10061)" What could be causing this? :(

It means the PostgreSQL service isn't running, restart the computer and try it again. If it still gives the error, go to the Start menu and select Programs > PostgreSQL 8.2 > Start Service and then try it again.
